Animal Cruelty Laws in India: A Practical Starting Point
An accessible introduction to key animal-welfare laws and what to do when you witness cruelty.
The Prevention of Cruelty to Animals Act, 1960
This central law is a key part of India's animal-welfare framework. It addresses duties towards animals and certain acts of cruelty. The precise legal position, penalties and other applicable provisions should be checked in the current official text.
Other laws may apply
Depending on the facts, additional laws or rules may be relevant—for example, provisions concerning wildlife, transport, local municipal responsibilities or criminal offences. Do not assume that one statute covers every situation.
If you witness suspected cruelty
Prioritise safety. If possible without putting yourself at risk, note the date, time and location, preserve original photos or videos, and identify witnesses. Report the incident to local police, the relevant animal-husbandry or municipal authority, or an animal-welfare organisation that can guide you.
Avoid confrontation and online accusations
Do not trespass, threaten anyone or put yourself in danger to obtain evidence. Share material responsibly with the authorities. Avoid publishing unverified allegations or private information.
Use official sources
Read the Prevention of Cruelty to Animals Act on India Code and check the Animal Welfare Board of India's official resources for current handbooks and guidance.
